IMF Mission to St. Lucia: External Sector Statistics Technical Assistance

Mission Overview

Conducted from October 28–November 1, 2024, this mission provided technical assistance in external sector statistics (ESS), focusing on balance of payments (BOP) and international investment position (IIP) data quality. Collaborated with the Central Statistics Office (CSO) and Eastern Caribbean Central Bank (ECCB), addressing issues in trade data, travel credits, and Citizenship by Investment (CIP).

Key Challenges

• Data completeness and accuracy: Missed or incomplete data in trade flows (e.g., yacht industry, fuel imports), leading to discrepancies between administrative sources and surveys.
• Tourist statistics: Sample bias in visitor expenditure surveys reduced representativeness; average daily expenditure and length of stay data showed anomalies.
• CIP obligations: Delays in receiving required data from CIP Unit, affecting foreign escrow accounts and land sales reporting.
• Survey response rates: Low participation hindered data reliability, with commitments to improve methodologies.

Priority Recommendations

1. Trade Data: Confirm CSO integrates all customs regimes into the trade database by March 2025.
2. CIP Data: Follow up with CIP Unit for data on foreign escrow accounts and land sales by April 2025.
3. Tourism and Travel: CSO, with support from SLTB and ECCB, survey yacht industry and its providers by June 2025; revise VES methodology to enhance response rates.
4. Data Dissemination: Publish BOP and IIP metadata and quarterly indicators on CSO website.
5. Customs Regimes: CSO records imports at "date of occurrence" and adjusts fuel/previous year transactions as needed.

Stakeholders and Collaboration

Notable officials included CSO directors, ECCB staff, and SLTB representatives. Emphasis on strengthening formal collaboration among stakeholders (e.g., CED, SLTB, IRD) using high-level authority for better data quality and timeliness.
