报告摘要
MSMEs as the Backbone of the Philippine Economy: The micro, small, and medium-sized enterprise (MSME) sector contributes significantly to employment (63% of total) and GDP in the Philippines, with over 950,000 enterprises primarily owned by women (66%). Despite this, the sector faces challenges in accessing finance and financial inclusion.
Key Challenges:
- Gender Disparities: Women-owned MSMEs (WMSMEs) struggle with limited access to financial services and digital tools. Only 17% use business accounts, compared to 39% for men, and only 28% of WMSMEs use digital financial services (DFS) vs. 44% of men-owned MSMEs.
- Financing Barriers: Access to credit remains difficult due to complex processes and collateral requirements. WMSMEs rely more on informal lenders and microfinance institutions (MFIs), while medium enterprises are served by banks.
- COVID-19 Impact: The pandemic disproportionately affected WMSMEs, exacerbating existing challenges, such as liquidity issues and market disruptions.
Opportunities for Inclusion:
- DFS Adoption: Digital financial services can empower WMSMEs by providing convenient, cost-effective solutions to overcome barriers.
- Policy and Regulation: The Philippines' focus on digitization, e.g., QR Ph code and regulatory sandboxes, offers pathways to inclusivity through gender-sensitive products and training.
Rec.1 Tailor DFS for WMSMEs: Develop financial products suited to women's needs, such as flexible loan terms and cashless payment options.
Rec.2 Enhance Digital Literacy: Conduct training and awareness campaigns to improve women's access to and use of digital tools.
Rec.3 Improve Data Collection: Collect and analyze gender-disaggregated data to inform policies and targeted interventions.
Rec.4 Promote Inclusive Finance Policies: Ensure financial services are accessible (universal banking, agent banking), leveraging partnerships with MFIs and fintechs.
Impact:
- By 2030, integrating gender into financial inclusion aims to increase women's economic participation and resilience against economic shocks.
