ADB BRIEFS | OCTOBER 2023
KEY POINTS
POST-COVID-19 RECOVERY FOR MONGOLIAN MSMEs
- Micro, small, and medium-sized enterprises (MSMEs) in Mongolia play a vital role in economic development (contribute 18% to GDP) and job creation (generate around 70% of employment) but are mostly informal and vulnerable to external shocks like COVID-19.
- Key strategies identified for supporting post-COVID-19 recovery include:
- Improving financial literacy.
- Providing information on concessional financing.
- Offering equipment for business development and expansion.
BACKGROUND & PROJECT
- The 2020 MSME survey revealed that smaller, informal enterprises were disproportionately affected by COVID-19, facing cash shortages, investment barriers, and employee payment difficulties.
- The project, funded by ADB (Technical Assistance Grant: $300k), focused on capacity building and equipment provision in Ulaanbaatar's ger (traditional dwelling) areas.
- Findings:
- Challenges: MSMEs faced high rental costs, financial illiteracy, limited access to funding, outdated equipment, and low digital literacy.
- Opportunities: High demand for training on financial management, equipment grants, and cooperative formation.
INTERVENTIONS
-
Capacity Building:
- Trained 1,357 beneficiaries (81% women-owned) across 105 activities.
- Beneficiaries reported improved financial literacy, increased registration rates (14% to 32%), and enhanced knowledge (ratings increased from 3.1 to 4.1).
- 95% experienced higher revenue (avg. 57% increase) and 68% created new jobs (79% female).
-
Equipment Provision:
- Distributed 353 pieces of equipment ($467 million equivalent), covering manufacturing, services, and trade sectors.
- Equipment led to average 57% revenue growth, increased job creation (new hire plans reaching 130 jobs), and improved operational efficiency.
LESSONS & RECOMMENDATIONS
- Continuous learning: Digital platforms and subcenter networks for MSME outreach.
- Sectoral engagement: Strengthen ties with local partners for transparent equipment provision.
- Access to financial tools: Leverage equipment as collateral to improve lending.
- Workplace improvements: Enhance subcenter designs to serve MSMEs better.
- Policy replication: Apply the model to other subcenters to boost nationwide growth.
KEY TAKEAWAY
This project demonstrated that targeted interventions—combining capacity building with equipment support—effectively supported Mongolian MSMEs in post-COVID-19 recovery, enhancing their resilience and contribution to economic development.
