Background

As of October 15, 2021, the Facilitation Council Resource Mobilization Working Group and the Facilitation Council Financial Working Group merged to form the Financial and Resource Mobilization Working Group.

Objectives

• Support the ACT-Accelerator Facilitation Council and partnership on finance and resource mobilization.
• Serve as a sounding board for budget and financial decisions.
• Facilitate Head of Government outreach to ensure full funding of the ACT-Accelerator.

Working Group Details

• Members: Include a subset of Facilitation Council country members, such as senior officials from Norway (chair), South Africa, Canada, and several other nations. Non-country members include civil society organizations (CSOs), with specific roles for burden-sharing advocacy.
• Meetings and Operations: Regular meetings (weekly or as needed), joint sessions with ACT-A agency resource mobilization directors, use of the ACT-A Hub for ad hoc tasks, and deliberations kept confidential.

Tactics

• Develop a financing framework to address funding needs.
• Advocate for a burden-sharing framework and an all-of-government approach.
• Conduct diplomatic outreach to increase political momentum and ensure full funding for 2021 and 2022.
