Mission

To provide high-level political leadership and enabling advice for the Access to COVID-19 Tools Accelerator (ACT-A), ensuring the rapid development, scale-up, and equitable distribution of COVID-19 vaccines, therapeutics, and diagnostics, with a focus on strengthening health systems.

Principles

Composed of a flexible, agile, and diverse group of influential leaders committed to creative collaboration and the ACT-A vision in the global interest.
No legal status, time-limited up to 18 months with extendibility.
Outcome-focused, restricted to COVID-19 related products, with subsidiarity applying to support ACT-A partners.

Provide high-level advice on ACT-A investments, progress, and challenges; enhance cross-partnership coherence, transparency, and accountability.
Offer global leadership by advocating for ACT-A imperatives, mobilizing resources domestically and internationally; amplify successes and share insights into risks and opportunities.
Mobilize stakeholders including industry, civil society, and the broader community.

Membership Composition

Includes co-chairs (e.g., Norway and South Africa), government members from key countries and regional groups, WHO Special Envoys, and non-governmental partners like the Bill & Melinda Gates Foundation and civil society representatives.
Members are diverse, representing founders, donors, market shapers, and LIC/LMIC countries; industry and CSO invitees are included in meetings.

Mode of Operation

Meetings held quarterly minimum; co-chairs (one Global South, one Global North) lead agenda and sessions.
