ACT Accelerator Facilitation Council Tracking & Accelerating Progress Working Group Summary

Primary Objectives

Track commitments and progress towards COVID-19 vaccines, diagnostics, treatments, and PPE global targets to mobilize Council members, inform investments, and drive accelerated progress. Review ACT-A progress within the broader global access agenda and inform political-level support.

Primary Functions

• Promote achievement of global targets for vaccines, diagnostics, therapeutics, and PPE.
• Monitor global, regional, and country-specific progress using data from partners and sources.
• Identify political interventions to support underserved and lagging countries.
• Keep Facilitation Council members informed of progress and challenges to drive support.
• Share information with a unified voice on investments and support for equitable access, including addressing evolving concerns.
• Support integration of COVID-19 response with regional/bilateral and multilateral initiatives.
• Track implementation of Facilitation Council Vaccine Manufacturing Working Group workplan and G20 recommendations.
• Leverage international events for progress stocktakes (refer to timeline).

Membership Composition

• Co-chairs: United States and Indonesia.
• Core members: Subset of Facilitation Council members; initial invitees include Brazil, Cameroon, China, Fiji, France, Germany, India, Japan, Kuwait, Pakistan, Senegal, South Africa (Council and Vaccine Manufacturing co-chair), St Kitts and Nevis.
• Civil society: Invited to propose three representatives, with diversity requirements (one from low/lower middle-income country, one supporting global advocacy).

Mode of Operation

• Meet biweekly or more frequently as needed, with coordination by co-chairs.
• Supported by Health Systems and Response Connector Workstream 1 and ACT-A-MLT Global COVID-19 Access Tracker.
• Facilitated by ACT Accelerator Hub with secretariat support.
• Duration determined by co-chairs, with stocktake opportunities aligned to UNGA 2022.
