ACT-Accelerator Tracking & Monitoring Task Force (TMTF) Summary

Context

The TMTF was established to integrate ACT-Accelerator activities into ongoing organizations like WHO and Global Fund, ensuring long-term equitable access to COVID-19 countermeasures, especially vaccines, therapeutics, and diagnostics. It consolidates efforts from the ACT-A Facilitation Council into a standby mode, focusing on monitoring impact, tracking resources, and maintaining readiness for reactivation if needed, such as during major disease surges.

Key Objectives

• Monitor global rollout and equitable access to safe and effective countermeasures, including Test and Treat strategies.
• Track financing commitments and resource needs against priorities over the next six months, using tools like the ACT-A Commitment Tracker.
• Mobilize political support to address challenges faced by ACT-A partners.
• Maintain readiness to reactivate the full ACT-A Council in response to significant new variants or disease surges.

Functions

• Meet at least every two months to review and report on global progress in countermeasure rollout, including vaccine coverage targets, introduction of Test and Treat, relevant recommendations, and financial resources.
• Provide regular updates to Member States and stakeholders through forums such as WHO COVID-19 Briefings.
• Consider major developments like epidemic trends and variant evolutions.

Composition

• Co-chairs: United States and India.
• Participants include Norway and South Africa (as ACT-A Council co-chairs), TAP and FIN RM WG country members, other facilitation Council members by invitation, and representatives from the ACT-A CSO Platform (requiring at least one from a low or lower middle-income country).
• All Council members will receive invitations to Task Force briefings.

Mode of Operation

• Minimum bi-monthly meetings, format determined by the Task Force.
• Operational from October 2022 to March 2023; extension decision based on ACT-A Transition Plan implementation, pandemic developments, and global response status.
• Role may be revisited if the pandemic situation changes, such as with a new Variant of Concern necessitating full Council reactivation.
