Analysis of Poverty Traps in Argentina
Argentina faces persistent poverty due to four interconnected traps.
Trap 1: Fiscal Imbalance and Inflation
Macroeconomic instability and recurrent fiscal deficits drive inflation, eroding household incomes and limiting allocative efficiency. Indexation policies for social transfers provide short-term relief but are unsustainable and harder to target.
Trap 2: Intergenerational and Geographical Imbalances
Poverty disproportionately affects children, youth, and northern regions. A lack of representative data hinders effective policy tailoring to subnational needs.
Trap 3: Spiral of Low Productivity and Income Vulnerability
Informality and low-quality jobs dominate, especially in construction, retail, and services. This restricts asset accumulation, productivity, and job creation, perpetuating poverty cycles.
Trap 4: Climate Risks and Limited Resilience
Low-income communities are more vulnerable to climate shocks, such as floods and droughts. Their limited assets and economic means reduce recovery capacity, hindering resilience.
To overcome these challenges, key policies include:
- Macroeconomic stabilization and inflation reduction
- Human capital development with a focus on education and health
- Promoting high-quality jobs and overcoming structural barriers
- Strengthening social protection mechanisms and using better data for targeting
Further recommendations include improving resource allocation and expanding empirical evaluation through integrated territorial planning.
