A designated member's deputy can substitute for them in the Plenary.
Substitute representatives have the same rights as the original. -
Substitution of the Chair:
The Plenary may request a substitute to chair a part of the meeting if the Chair recuses themselves due to a conflict of interest.
B. Steering Committee and Standing Committees

D. Selection and Appointment Processes
- Selection processes for chairs and the Secretary General must be open and transparent.
- Positions should be filled before the term of the current incumbent expires.
- The FSB Chair or Nomination Committee (NC) explains the process to the Plenary.
- Member representatives are invited to nominate candidates based on expertise and background.

E. Composition of Committees and Working Groups
- All members should be involved in at least one committee (Steering or Standing).
- Balanced geographic and institutional representation is required.
- Standing Committees should not exceed 20-25 members.
