Tajikistan exhibits significant gender disparities, with women facing limited economic participation due to intrafamilial hierarchies and societal norms. This is highlighted in a study by the Asian Development Bank (ADB), which examined its road projects aimed at women's empowerment. While projects like the CAREC Corridor 3 Improvement and others incorporated training and grants, positive impacts were observed, including improved livelihoods and economic independence for women. However, constraints such as household responsibilities, lack of educational opportunities, and safety issues hindered full participation and sustainability.

Key challenges include deeply rooted family structures that restrict women's mobility and decision-making, as well as limited access to financial resources and market knowledge. Recommendations from the analysis suggest tailoring training programs to address educational gaps, conducting risk assessments, and involving local authorities to support women's economic activities. Further, baseline surveys and business support services are advised to enhance project effectiveness and overcome barriers.

ADB emphasizes that economic empowerment must be integrated into transport initiatives to achieve sustainable benefits, but structural interlinked constraints often undermine these efforts.
