Viet Nam has committed to achieving net-zero emissions by 2050, necessitating a shift to renewable energy, with offshore wind playing a key role. The Power Development Plan VIII (PDP8) targets 6 GW of offshore wind by 2030 and between 70 GW and 91.5 GW by 2050. To support this transition, marine spatial planning is essential to identify suitable areas for offshore wind development while balancing economic, environmental, and social considerations.
The marine spatial planning process involved defining a technical potential area based on wind speed and water depth, then narrowing this down to development zones and blocks by excluding areas with technical constraints and high biodiversity or social sensitivity. The analysis resulted in Development Blocks suitable for fixed and floating foundations. However, further refinement is needed to meet the planned capacity targets. The 2030 scenario focused fixed offshore wind and only floating wind in the central region, while the 2040 scenario prioritized fixed wind across regions.
Key recommendations include updating data layers, incorporating additional constraints and values, consulting stakeholders further, conducting climate change risk assessments, and coordinating the offshore wind plan with other government plans. This iterative approach will ensure the spatial plan remains relevant as data improves.
