Summary of "United for Net Zero: Public-Private Collaboration to Accelerate Industry Decarbonization"
Core Content
This white paper from the World Economic Forum outlines a framework for public-private collaboration to accelerate industry decarbonization. It emphasizes the critical need for joint efforts between the public and private sectors to overcome the main barriers to achieving net-zero emissions, particularly in the context of the global climate crisis.
The industrial sector accounts for 30% of global greenhouse gas (GHG) emissions, and the pace of decarbonization remains insufficient. The paper highlights that even with current efforts, the industry is not on track to meet the 2030 net-zero targets, and the 1.5°C temperature limit is at risk of being exceeded. Therefore, the acceleration of decarbonization is essential, and collaboration is identified as a key enabler.
Main Barriers to Acceleration
The white paper identifies four major barriers to achieving net-zero in industry:
- Buy-in: Businesses struggle to make a compelling business case for net-zero initiatives due to concerns about growth objectives, unclear ROI, and lack of financial support.
- Calculation: Accurate carbon accounting across value chains is difficult due to lack of harmonization, limited data availability, and high costs of reporting.
- Mitigation: Supporting decarbonization across value chains is hindered by fragmented supplier networks, lack of expertise, and insufficient policy support.
- Green business growth: Investment in emerging climate technologies is limited due to high costs, long permitting times, and uncertain market demand.
Eight Opportunities for Public-Private Collaboration
The paper presents eight collaboration opportunities to address these barriers and support the industry's transition to net zero:
Action Lever 1: Make the Most of Existing Collaboration Mechanisms
- Opportunity 1: Understand and leverage public financial mechanisms for net zero.
- Opportunity 2: Engage your sector to co-develop financial mechanisms for net zero.
- Opportunity 3: Facilitate carbon tracking adoption within your value chain.
- Opportunity 4: Contribute to improve and harmonize carbon accounting standards.
- Opportunity 5: Proactively support net-zero solutions implementation across your value chain.
Action Lever 2: Responsibly Engage in Net-Zero Policies Design
- Opportunity 6: Collaborate with governments to shape policies for value chain decarbonization.
- Opportunity 7: Co-invest in climate technologies development, infrastructure and market creation.
- Opportunity 8: Help create policy conditions for climate technology adoption.
These opportunities are supported by 11 real-world case studies from early movers, which illustrate successful public-private collaborations and provide actionable insights.
Key Information
- Climate urgency: Global temperatures have reached 1.5°C above pre-industrial levels for 12 consecutive months as of June 2024, with eight critical tipping points on the verge of being crossed.
- Current progress: Only 6% of climate experts believe the 1.5°C limit will be met, and 39% of the global economy's market capitalization is represented by companies with validated net-zero targets.
- Policy gaps: Many G20 countries lack effective and harmonized policies for industrial decarbonization, particularly in carbon capture and storage (CCS), fuel switching, and methane and nitrous oxide reduction.
- Need for collaboration: Both sectors must work together to ensure tailored policy frameworks, financial incentives, and innovation are aligned to support large-scale decarbonization.
- Framework purpose: The white paper serves as a practical roadmap for businesses to engage with public stakeholders and drive progress towards net zero.
Way Forward
The Industry Net Zero Accelerator initiative, launched in 2022 by the World Economic Forum in collaboration with industry leaders, academia, and international organizations, has developed this framework based on over 60 consultations. The initiative aims to foster systemic change and cultural shift within the industry to ensure sustainable and equitable decarbonization.
Moving forward, the World Economic Forum will continue to facilitate dialogue and exchange knowledge among industry, government, academia, and civil society to accelerate the transition to net zero.
