Technical Advisory Meeting of MoNITOR Group Summary
Meeting Details
- Group: Mother and Newborn Information for Tracking Outcomes and Results (MoNITOR)
- Date: Virtual Meeting, June 7–9, 2022
Overview
The tenth MoNITOR meeting focused on reviewing maternal/newborn metrics, providing feedback on ongoing work, discussing strategic planning for 2023-2028, mapping measurement initiatives, reviewing PNC indicators, and developing the next version of the online Toolkit.
Updates & Context (June 7-8)
- Updates: Covered CHAT & GAMA advisory groups (measurement roadmaps, priorities), WHO guidelines (abortion care, positive PNC), MoNITOR subgroups (QoC, morbidity, HIS, skilled personnel).
- Meeting Objectives:
- Review ongoing maternal/newborn metrics.
- Strategic planning for 2023-2028.
Mapping MNH Measurement Initiatives (June 7-8)
- Analysis: Documented ~60 UN, university, donor initiatives; themes: coverage/mortality, EmOC, quality, HIS, capacity building, humanitarian settings; regions: focus on East Africa. Found gaps in indicator development, data harmonization, and use.
- Strategies to Address Gaps:
- Country-level synergies: searchable online tool (NIH style registry), identify donors.
- Actionable gaps: understand governance, systematic gap identification studies, ensure MNH included in broader indicator efforts. Also discussed expectations for maternal morbidity measurement priorities.
- MNH Measurement Needs: WHO developing tools (incl. WOICE for holistic morbidity) and evidence on experiences. New efforts: maternal mental health (MOMENTUM), global birth defect estimates. Suggested priorities: fistula prevention, acute/chronic morbidities, infectious diseases, follow-up, pre-conceptual care, equity links, ANC/PNC screening.
- Scoping Review PNC Indicators: Summarized 63 studies; identified gaps: mental health, nutrition, home care, stay/length discharge, birth notification. Recommended: standardized indicator definitions, trends in quality measures, linking to SCORE framework for data triangulation. Priorities under new PNC guidelines highlighted.
MoNITOR AG Strategic Priorities (June 9, intro May 2022)
- Guiding Questions: What new knowledge/methods/measures/processes are needed? How to better use/interpret information? What are the major challenges?
- Process: Desk review (completed May), upcoming interviews with key informants.
- Relevance Poll: Current objectives deemed very/mostly relevant (95%) by Advisory Group members.
- Priority Options: Interactive ranking suggested guidance/indicators, tools, new areas, convening.
- Desired Strategy: Strategic technical direction across measurement continuum, advise WHO/broader field, define how MoNITOR can coordinate/harmonize efforts more effectively.
Strengthening Pregnancy & MNH Monitoring
- WHO Collaboration: MCA working with other departments (REG/PVG) on pregnancy/immunization safety data. Concern raised about requiring unique identifiers.
- ENAP & EPMM: Partnership working on 7 target countries; 2025/2030 progress tracking.
MoNITOR Online Toolkit: Pilot Assessment & Next Steps (June 8)
- Pilot: Tested on 264 users (78 responded via survey/interviews) from 6 countries.
- Feedback: Highly valued for harmonizing indicator measurement; useful for policymakers, implementers, researchers, donors. Feedback needed for:
- Add introduction/user guide.
- Develop remaining indicator reference sheets (currently 6 of 20 core indicators done).
- Design edits: search function, language revisions, delete filtering options.
- Translate to all official WHO languages.
- Next Meeting: Dates discussed (Nov 29-Dec1 or Dec14-16, 2022); format dependent on COVID. Vote by poll pending.
Meeting Concludes
Announced presentation of MoNITOR Strategy Draft and Toolkit updates pending further technical consultations.
