2016 Global Systemically Important Insurers (G-SIIs) Summary
Core Content
The 2016 list of Global Systemically Important Insurers (G-SIIs) was published by the Financial Stability Board (FSB) in November 2016. This list is part of the FSB's broader initiative to address systemic and moral hazard risks associated with systemically important financial institutions (SIFIs), which was first introduced in November 2011.
The identification of G-SIIs is based on an assessment methodology developed by the International Association of Insurance Supervisors (IAIS), and the process involves collaboration with IAIS and national regulatory authorities. The 2016 list includes nine insurers, which are the same as those identified in the 2015 list, indicating that there have been no changes in the composition of the G-SIIs since 2015.
Main Points
-
Policy Framework: The FSB, in consultation with IAIS and national authorities, established a set of policy measures to manage systemic risk from SIFIs. These measures were initially published in 2011 and updated in 2013.
-
Annual Updates: The G-SII list is updated annually, with the 2016 list based on end-2015 data. The list is published in November each year.
-
Regulatory Requirements for G-SIIs:
- Higher Loss Absorbency (HLA): A requirement that will be applied starting from January 2019 to G-SIIs identified in November 2017. The HLA standards are expected to be revised based on further IAIS work.
- Enhanced Group-Wide Supervision: This includes the direct oversight of holding companies and the implementation of a Systemic Risk Management Plan and a Liquidity Management Plan.
- Recovery and Resolution Planning: G-SIIs must develop and implement group-wide recovery and resolution plans, with regular resolvability assessments. The FSB Resolvability Assessment Process (RAP) is also used to evaluate the resolvability of each G-SII by senior regulators within the institution's Crisis Management Group.
Key Information
-
The 2016 G-SII list remains unchanged from the 2015 list, reflecting the stability of the identified insurers in terms of systemic importance.
-
The IAIS is actively working on updating the assessment methodology for G-SIIs, which was published in June 2016 following a consultation process initiated in November 2015.
-
The FSB expects to receive a workplan and timelines for further methodology development in the first quarter of 2017.
-
In addition to the entity-based assessment approach, the IAIS is exploring an activities-based approach to address systemic risk, which may serve as a complementary tool to the current framework.
