Summary of WHO and UN-HABITAT Memorandum of Understanding

Introduction

This document establishes a framework for cooperation between the World Health Organization (WHO) and the United Nations Human Settlements Programme (UN-HABITAT) to promote urban health and address global challenges like the Sustainable Development Goals (SDGs), New Urban Agenda, and WHO's GPW13.

Objectives

The primary objectives include elevating urban health issues in national agendas, generating evidence on social and environmental determinants of health, building capacity for local actors, advocating for intersectorial policies, developing inclusive approaches for vulnerable urban populations, and strengthening preparedness for emergencies such as pandemics and climate-related crises.

Areas of Cooperation

Key thematic areas are:

Urban planning and health integration.
Noncommunicable diseases management and prevention.
Urban environmental health, including pollution and basic services.
Emergency preparedness and response in urban settings.
Urban health and migration.
Environmental management of vector-borne diseases.
Safe and healthy housing.
Safer and healthier diets in cities.

Organizational Structure

The parties agree to regular meetings (e.g., teleconference, videoconference, and face-to-face sessions), annual high-level meetings, and the development of a yearly workplan. Specific focal points and departments will handle collaboration.

Financial and Implementation Provisions

Implementation depends on available resources and does not create financial obligations. No fund transfers are planned, and fundraising is prohibited without prior agreement. Each party is responsible for its own activities, with intellectual property rights handled separately if applicable.

Duration and Termination

The MoU takes effect from the last signature date and continues until 30 September 2026, potentially renewable for five-year periods. Either party can terminate it with three months' notice.
