TB Laboratory Network Assessment

This document provides a framework for assessing the performance and capacity of a country's tuberculosis (TB) laboratory network.

Key Assessment Areas

1. Structural & Functional Profile:

   • Describes the hierarchy: central, intermediate, peripheral labs.
   • Evaluates integration level with National Tuberculosis Program (NTP) [A-D].
   • Assesses additional specialized TB services.

2. Quality Assurance Programmes:

   • Internal QC: Procedures at each lab level (microscopy, culture, DST).
   • External EQA: Slide rechecking and panel testing protocols, performance targets, corrective actions.

3. Methodology & Workload Analysis:

   • Captures laboratory workload: smears, cultures, DST.
   • Lab personnel coverage per procedure type.

4. Safety Measures:
   -Laboratory biosafety requirements at microscopy, culture/DST levels.
   -Staff training and health surveillance.

5. Human Resource Development:

   • NTP training plan availability.
   • Staff training details, turnover, and qualifications.

6. Procurement & Equipment:
   -Plans for material and equipment supply.
   -Budget adequacy, storage, maintenance, and buffer stock policies.

7. Data Management:
   -Standard reporting forms and turnaround times.
   -Frequency and chain of supervision reporting.

Summary Structure

• Findings and Constraints by Category: Assessment of constraints in policy, organization, human resources, technical services, procurement, and quality assurance.
• Recommendations: Action plans based on identified weaknesses (to be provided by external assessors).

Purpose

The assessment aims to guide the NTP in providing both financial and technical support to improve laboratory performance for effective TB control.
