Box 5: Summary of the August 2001 Survey of Professional Forecasters (SPF)
核心内容
The August 2001 Survey of Professional Forecasters (SPF) is the eleventh quarterly round conducted by the European Central Bank (ECB). It collects expectations from professional forecasters regarding key macroeconomic indicators in the euro area, including HICP inflation, real GDP growth, and the unemployment rate, for the years 2001, 2002, and 2003, as well as for the longer-term horizon of 2006. Additionally, forecasters were asked to provide expectations for "rolling horizons" one and two years after the latest official data were available.
主要观点

HICP Inflation Expectations:
Forecasters expect the annual HICP inflation rate in the euro area to decrease from 2.7% in 2001 to 1.9% in 2002. By June 2002, inflation is projected to fall further to 1.8%. For 2003, the annual rate is expected to remain at 1.8%, and for 2006, it is also projected to average 1.8%.- The upward revision for 2001 is 0.4 percentage points compared to the May 2001 SPF.
- The downward revision for 2002 is 0.1 percentage points compared to the May 2001 SPF.
- The temporary impact of food price increases due to BSE and foot-and-mouth disease is expected to fade, with medium-term inflation expectations remaining stable.
-
Real GDP Growth Expectations:
The average real GDP growth rate for 2001 is expected to be 2.0%, a downward revision of 0.5 percentage points from the May 2001 SPF and 0.7 percentage points from the November 2000 SPF.- For the first quarter of 2002, the growth rate is expected to be 2.0%.
- For 2002 as a whole, the growth rate is expected to rebound slightly to 2.4%.
- For the first quarter of 2003, real GDP growth is anticipated to reach 2.6%, and for 2003 as a whole, it is expected to average 2.6%.
- Over the longer horizon of 2006, real GDP growth is expected to average 2.6%.
- The downward revisions are primarily linked to concerns about the slowdown in the US and global demand.
-
Unemployment Rate Expectations:
The euro area unemployment rate is expected to gradually decline over the forecast period.- In 2001, the average unemployment rate is expected to be 8.4%.
- By May 2002, it is projected to fall to 8.2%.
- For 2002, the average unemployment rate is expected to be 8.2%.
- For 2003, it is projected to decrease further to 7.9%.

关键信息
- The SPF is a survey of professional forecasters from both financial and non-financial institutions in the European Union.
- The survey provides expectations for the following indicators:
- HICP Inflation: Expected to fall below 2% in 2002 and remain at 1.8% in 2003 and 2006.
- Real GDP Growth: Expected to decline in 2001 but rebound in 2002, with growth averaging 2.6% in 2003 and 2006.
- Unemployment Rate: Expected to decline gradually, from 8.4% in 2001 to 7.1% in 2006.
- The rolling horizons (June 2002, June 2003, May 2002, May 2003) help identify expected patterns that are not clearly visible in annual average developments.
- The downward revisions in GDP growth expectations reflect concerns about the global economic slowdown, particularly in the US and worldwide demand.
总结
The August 2001 SPF highlights a general trend of declining inflation and moderate economic growth in the euro area. While there is a slight upward revision in inflation expectations for 2001, the overall trajectory shows a steady decrease in inflation rates, with medium-term expectations remaining below 2%. Real GDP growth is expected to decline in 2001 but recover in 2002, with continued moderate growth in 2003 and 2006. The unemployment rate is projected to decline gradually throughout the forecast period, from 8.4% in 2001 to 7.1% in 2006. These expectations are influenced by external economic factors, particularly the slowdown in the US and global demand.
