Cameroon's COVID-19 emergency cash transfer program, launched in 2020, aimed to provide financial support to urban poor informal sector workers through digital G2P payments. The program benefited 80,000 beneficiaries, mostly women, with transfers via mobile money accounts managed by intermediaries due to regulatory hurdles. A key challenge was the lack of a legal framework for direct mobile money transfers, which delayed implementation and caused numerous issues, including data management inconsistencies and communication breakdowns. Beneficiaries strongly preferred mobile money payments (78%), highlighting the need for better infrastructure in rural areas. Lessons learned emphasize the importance of regulatory reform to enable direct digital transfers, robust data verification processes to address incomplete information, and improved communication channels to build trust and resolve issues efficiently. Since 2022, a new decree allowing digital payments has facilitated scaling up, demonstrating the potential for digitizing social safety nets in Cameroon and the broader African region. Overall, the program underscores the benefits of digital innovation in emergency responses.
