E-commerce offers significant opportunities for women's economic empowerment in developing countries by providing market reach, financial access, and time flexibility, but non-tariff measures (NTMs) pose substantial challenges. NTMs, such as import regulations, standards, and compliance requirements, increase trade costs and disproportionately affect women-led businesses due to gendered supply-side constraints, including limited access to finance, education, and skills. Digital trade facilitation can mitigate some barriers, yet women often face heightened exposure to regulatory burdens.
Key recommendations include closing the digital gender divide through education and skill development, enhancing trade support services, and incorporating gender-sensitive policies in regional agreements to reduce NTM-related costs and promote inclusive growth.
