Technical Barriers to Trade (TBT) Agreement Summary

The TBT Agreement aims to ensure that regulations, standards, and conformity assessment procedures among WTO members do not create unnecessary trade obstacles. It promotes transparency, regulatory cooperation, and interoperability to facilitate smoother global trade.

Key 2024 Developments

TBT@30 Anniversary: The WTO celebrated the 30th anniversary of the agreement, highlighting its role in addressing public interests like health and environmental protection.
MC13 Declaration: At the 13th Ministerial Conference, members emphasized regulatory cooperation to reduce trade barriers, stressing the importance of digital tools like ePing to prevent trade friction.
10th Triennial Review: Adopted in November 2024, this review outlines achievements over the past three years. It includes 40+ recommendations for future work, such as thematic sessions on critical technologies, decarbonization, and other areas.
Conformity Assessment Procedures (CAPs): Voluntary guidelines were adopted in March 2024 to help regulators develop procedures that ensure product compliance without unnecessary trade obstacles, focusing on risk management and international standards.

Transparency and Notifications

The Transparency Working Group finalized a guide for providing comments on draft regulations and developed guidelines for legal and institutional arrangements.
In 2024, members submitted over 4,300 product requirement notifications, with 91 members participating. Most submissions came from developing and least-developed countries.

Specific Trade Concerns (STCs)

The number of STCs decreased annually by an average of 9% since 2021. In 2024, 10 concerns were resolved through early engagement.

ePing and Technical Assistance

ePing provides email alerts for regulatory changes, increasing global reach for subscribers.
In 2024, 23 national/regional technical assistance activities were organized, supporting capacity building, especially for developing members.
