世界银行-利用数字化转型提高产权机构效率_来自85个国家的概念背景和证据(英)-2025.4_53页_802kb
报告摘要
Summary
Land registries are essential for state capacity and private market activity, and digital transformation enhances their effectiveness. This paper analyzes 85 countries to develop indicators for digital coverage, interoperability, and property taxation to measure progress and guide reforms. Digital technologies reduce costs, improve access, and enable better functions like enforceable property rights, impersonal transactions, and public good delivery. However, digitization alone does not always reduce costs or time, and interoperability with other institutions is key for broader benefits. Significant regional gaps exist, with Latin America and Africa lagging behind others. Actionable indicators could provide guidance for reforms and measure progress over time. The digital divide requires prioritized approaches, especially in urban areas, and stronger legal frameworks to ensure effective deployment of digital tools.
