Lithuania implemented changes to its employment procedures for foreign nationals as of 1 January 2023. Foreign nationals can now apply for a temporary residence permit through the intermediary VFS Global at offices located in any country, simplifying the process that began in 2022. This change was enacted in response to labor shortages and the large number of Ukrainian refugees fleeing the war to Lithuania. The legislation was approved by the Lithuanian Parliament on 30 June 2022. Under the new rules, applicants do not need to be residents of the country where the VFS Global office is located, but those from Russia and Belarus are excluded due to the state of emergency.
