Croatia's migration system has improved with streamlined work permits (processed in 2-8 weeks) and digital tools, yet governance gaps, recruitment agency oversight, and fragmented services remain critical issues.

Policymakers should prioritize: (1) Developing a comprehensive migration strategy linked to the Demographic Revitalization Strategy; (2) Strengthening bilateral labor and social security agreements; (3) Implementing Global Skills Partnerships to pre-train workers; and (4) Building digital one-stop-shops for service integration. These actions can enhance migration governance while addressing demographic challenges.
