Priority 2: Delivering Quality and Climate-Friendly Infrastructure
- Energy Sector: Ensure Eskom’s financial sustainability, scale private investments in renewable energy, and establish competitive electricity markets. Strengthen regulatory frameworks and improve distribution efficiency.
- Freight and Logistics: Unbundle state-owned enterprises, incentivize private sector participation (e.g., rail operations), and enhance regulatory oversight for ports and transportation networks.
Priority 3: Making Cities Engines of Growth and Economic Inclusion
- Urban Mobility: Incentivize passenger rail performance, integrate minibus taxis into public transit systems, and reduce transportation costs for low-income workers through vouchers and digital payment systems.
- Spatial Planning: Adjust zoning regulations, introduce financial bonuses for high-density housing near business hubs, and leverage digital planning tools for efficient urban development.
Priority 4: Injecting Dynamism into the Private Sector
