报告摘要
Moldova 2022 TrACSS Country Report Summary
Background
- Antimicrobial Resistance (AMR): A significant global health threat causing numerous deaths and undermining progress towards Sustainable Development Goals. The Moldovan government is committed and has developed a National Action Plan for AMR (NAP), though implementation challenges exist.
Key Messages & Findings
- National Action Plan (NAP): Moldova has developed and implements its NAP for AMR. However, more political commitment, adequate funding, monitoring mechanisms, and operationalization are needed for successful sustainability.
- Multisectoral Coordination: There is a formalized mechanism for AMR coordination, representing a key strength. Integration and funding effectiveness across sectors remain challenges.
- Human Health: Significant capacity exists in Infection Prevention and Control (IPC) and antimicrobial use optimization. National Antimicrobial Consumption/Resistance surveillance and monitoring systems are underdeveloped.
- Animal Health: National plans exist for terrestrial and aquatic animal health. Capacity in training, surveillance, and biosecurity needs strengthening.
- Food and Agriculture: Training and biosecurity implementation for AMR reduction in food production and plant health show progress but require more action. Surveillance is integrated within FAO's "Hand-in-Hand" initiative.
- Environment: A major gap in capacity and implementation. There are no laws/regulations or monitoring systems for environmental risks of antimicrobials and AMR.
Capacity Levels (2022 vs Global Avg)
- Moldova generally rated its capacity as 'Limited' (B) or 'Developing' (C) across sectors.
- Performance was slightly above the global average in some indicators.
- Many indicators remained at the same or slightly lower ratings compared to previous years.
Data Use & Monitoring
- Moldova utilizes AMR and antimicrobial consumption/use data to inform policy adjustments and legislation enforcement.
Conclusions & Recommendations
- Strengthen Finance & Human Resources: Enhance the functioning of the AMR multisectoral coordination structure, which faces challenges in funding, human resources, and political commitment.
- Enhance Data Quality & Use: When available, utilize national/local AMR and antimicrobial consumption data for AMR NAP monitoring and operational decision-making. Expand environmental surveillance.
- Improve Monitoring & Enforcement/Effectiveness: Strengthen the monitoring and enforcement of legislation on antimicrobial sale/prescription, particularly compared to other countries. Improve national AMR awareness campaigns, especially targeting youth.
**Summary Note:**
The summary highlights Moldova's commitment and some strengths (e.g., IPC in Human Health, multisectoral coordination, FAO integration in Food Safety), but underscores the need for significant improvement in key areas such as AMR surveillance and monitoring (especially Essential Diagonstics, Animal Health, Food Safety, Environment), NAP operationalization and monitoring, data utilization, and environmental risk management.
