Methodology

• A total of 300 stakeholders were invited to participate.
• 104 respondents (35% response rate) completed the survey.
• Participants were drawn from a wide range of sectors including government, private sector, NGOs, media, academia, and bilateral/multilateral agencies.
• The survey included questions on familiarity, effectiveness, relevance, and future role of the WBG.
• The data will be aggregated for the WBG's annual Corporate Scorecard.

Demographics of the Sample

• Current Position: Consultants/contractors and PMUs were combined, as were financial sector respondents with private sector organizations. Private foundations and NGOs were grouped as "CSO."
• Other Stakeholders: Few respondents from the Office of President/Prime Minister, Parliament, CBOs, trade unions, faith-based groups, and the judiciary branch were included.
• Geographic Location: Most respondents were based in Malé, with minimal representation from outside the capital.
• Familiarity with the WBG: All stakeholder groups had statistically similar levels of familiarity.
• Correlation: Familiarity was strongly correlated with perceived effectiveness and moderately with relevance and ability to achieve development results.

General Issues Facing Maldives

• Direction of Development: Stakeholders generally believed Maldives was on the right track.
• Development Priorities: "Law and justice," "macroeconomic management/fiscal sustainability," "anti-corruption," and "health" were identified as the top priorities.
• Poverty Reduction: "Job creation/employment," "economic growth," "equality of opportunity," "development of remote islands," and "education" were seen as the most significant contributors to poverty reduction.
• Economic Growth: "Foreign direct investment," "governance effectiveness," "domestic private sector development," and "access to financial services" were identified as key contributors to economic growth.
• Shared Prosperity: Stakeholders believed that "economic growth" and "equity" best illustrate how shared prosperity could be achieved.

Overall Attitudes Toward the WBG

• Effectiveness: Respondents rated the WBG's overall effectiveness as 5.3 out of 10.
• Staff Preparedness: Respondents rated the preparedness of WBG staff as 6.1 out of 10.
• Sectoral Focus: Stakeholders believed the WBG should focus on "education," "governance effectiveness," "public expenditure/financial management," "energy," "macroeconomic management/fiscal sustainability," "job creation/employment," "global/regional integration," "climate change," and "natural resource management."
• Greatest Value: Stakeholders highlighted the WBG's ability to provide policy advice, studies, analyses, and technical assistance as its greatest value.
• Greatest Weakness: "Not enough public disclosure of its work," "not adequately sensitive to political/social realities," and "not collaborating enough with non-state actors" were identified as the main weaknesses.
• Collaboration Differences: Respondents who did not collaborate with the WBG were more likely to consider "not collaborating enough with non-state actors" as a major weakness.

Sectoral Importance and Effectiveness

• Importance of Sectoral Areas: Stakeholders from PMUs and WBG project consultants gave higher importance ratings to "water and sanitation" and "energy."
• Effectiveness of Sectoral Work: All stakeholder groups gave similar ratings for the WBG's effectiveness in eleven development areas.
• Collaborators vs. Non-Collaborators: Collaborators gave significantly higher effectiveness ratings in "environmental sustainability" and "social protection."
• Key Drivers of Effectiveness: The WBG's effectiveness in "access to financial services," "macroeconomic management/fiscal sustainability," and "education" was found to be strongly correlated with overall effectiveness and ability to achieve development results.
