IMF's latest working paper, Digitalization: A Catalyst for Intergenerational Occupational Mobility?, analyzes the impact of digitalization on intergenerational occupational mobility in Africa. The study finds that digitalization creates new job opportunities, enhances skills, and improves information access, significantly increasing the probability of upward occupational mobility for the children of agricultural households while reducing the risk of downward mobility.
Based on a large sample of 28 million African individuals, the paper uses a probit model to examine the relationship between digitalization (measured by submarine cable connections and mobile phone ownership) and occupational mobility. Results show that being connected to submarine cables is associated with a 26.7 percentage point increase in upward mobility and a 36.7 percentage point decrease in downward mobility. Similarly, individuals with mobile phones also exhibit positive trends.
Furthermore, the paper highlights the role of policies in amplifying these effects. Strong institutions, political and social stability, improved digital infrastructure, and education are crucial for enhancing occupational mobility. The combination of digitalization and good institutional quality further strengthens these positive impacts— for instance, an improvement in institutional quality from the 25th to 75th percentile increases upward mobility by 8.8 percentage points and reduces downward mobility by 3.2 percentage points.
The study recommends that policymakers prioritize investments in digital infrastructure, ICT accessibility, and institutional reforms to maximize digitalization’s potential for youth employment and income growth. Digitalization not only supports economic transformation in Africa but also promotes inclusive growth and social mobility.
