American Instructional Resources Surveys (AIRS) 2024 technical documentation details the research design, sample, and data for a survey on instructional materials and supports administered to teachers and school leaders in spring 2024 via RAND Corporation's American Educator Panels (AEP).

Purpose: To provide nationally representative data on the use of English language arts (ELA), mathematics, and science instructional materials in U.S. K-12 public schools. The goal is to inform policy and education practice related to instructional resources.

Participating Panels: Data from two AEP panels:
- American Teacher Panel (ATP): Includes survey responses from public K-12 teachers (N = 9126 weighted).
- American School Leader Panel (ASLP): Includes survey responses from school leaders (N = 1527 weighted).

Sample Design:
- ATP Sample: Recruited using probabilistic sampling since 2014. Oversampled 18 states (14 in the IMPD Network + 4 funded states) to allow for state-level analysis. Targeted ELA, math, and science teachers.
- ASLP Sample: Targeted school leaders (principals) serving all grade levels. Aimed for 1500 completed surveys nationally. No oversampling described for ASLP, limiting state-level analysis.

Survey Instruments:
- Content Areas: Both surveys covered similar areas related to instructional materials, supports, perceptions, and classroom practices for ELA, math, and science. (Refer to Table 1).
- Administration: Approximately 20 minutes each. Respondents were sometimes assigned grade-specific or subject-specific paths within the survey.
- Validation: Surveys developed, modified, and tested with experts and funders.

Data Collection and Completion Rates:
- ATP: Invitations sent to 17,445 teachers (970 screened/invalidated). 9126 weighted completed responses yielded a completion rate of ~55.4%.
- ASLP: Invitations sent to 5,000 leaders (18 screened/skipped). 1527 weighted completed responses yielded a completion rate of ~30.7%.

Weighting Method: Used a calibrated weighting approach (main weight formula) accounting for:
- Representativeness of the sampling frame against the national population.
- Probability of selection into the AIRS survey.
- Probability of responding to the survey (nonresponse adjustment).
Trimmed weights to address outliers and ensure population totals.

Weight Limitations: Weights are suitable for cross-sectional (single year) analysis but are not designed for longitudinal (over time) studies of the same individuals. State-level estimates within oversampled states require careful consideration of teacher's reported and sampled location.

Weight Information: Replicate weights were not produced, and within-sample variance estimation is feasible with single weights or special syntax requested.
