Private Sector Mapping, Outreach, and Engagement in Climate-Responsive Agrifood Systems
This guide supports country teams in mapping, analyzing, prioritizing, and developing engagement plans for private sector actors aligned with climate action in agrifood systems.
1. Identity and Map Private Sector Actors
- Understand the target system (e.g., value chains).
- Identify diverse actors across value chain stages (producers, processors, financiers).
- Map relationships between actors and value chain processes.
2. Analyze, Segment and Prioritize Actors
- Analyze relevance/contribution potential based on factors like climate vulnerability, business alignment, adaptation capacity, past sustainability involvement, and investment readiness.
- Score actors (0-10) for climate relevance and contribution potential.
- Segment actors:
- Champions: High climate relevance + high contribution potential.
- Contributors: High contribution potential but low climate relevance.
- Neutral: Affected by climate change but limited engagement potential.
- Not engaged: Low relevance or interest.
3. Develop Engagement Plans
- Identify engagement strategies tailored to actor segmentation (e.g., inform, consult, collaborate, co-create).
- Create tailored plans outlining entry points, timelines, and resources.
- Validate plans through expression of interest and formal/informal arrangements.
Key Engagement Principles:
- Align with NDC/NAP priorities.
- Prioritize MSMEs and local markets.
- Engage global champions.
- Apply a systems lens.
- Integrate gender responsiveness.
- Foster shared learning.
- Address both adaptation and mitigation.
- Leverage existing initiatives.
Risk Management:
- Follow FAO/UNDP exclusionary criteria to prevent negative impacts or improper influence.
- Use appropriate due diligence based on engagement type.
