  • Individuals who have obtained a degree in Belgium.
  • Those with temporary protection status (e.g., refugees from Ukraine).
  • Individuals who have a residency right based on work, studies, education, or training (e.g., single permit holders).
  • Individuals with severe illness or mental/physical disabilities that prevent them from participating.

Who is Affected?

The integration obligation applies to individuals who meet all three of the following conditions:

1. Registered in the national register for the first time and obtained a Belgian residence permit valid for more than three months.
2. Are between 18 and 65 years old at the time of first registration.
3. Have been legally residing in Belgium for less than three years.

Family Members of Economic Migrants

• Non-EEA citizens who are coming to Belgium for professional activities (e.g., single permit holders) are exempt.
• Their family members (e.g., spouse) are not exempt.
• Family members must enroll within six months of obtaining a Belgian residence permit and complete the programme within 18 months.
