Summary of Third Virtual Meeting of the One Health High-Level Expert Panel

Day 1: 30 September 2021

• Introductory Remarks:
  Co-Chairs Dr Thomas Mettenleiter and Dr Wanda Markotter welcomed participants and outlined the agenda. Dr Peter Ben Embarek (WHO) presented the two-day agenda, which was adopted unanimously. Dr Naoko Yamamoto (WHO) and representatives from partners (FAO, OIE, UNEP) extended official welcomes and acknowledged panel contributions.

• Working Group 1: One Health Implementation:

  • Finalized and adopted the One Health Definition and Explanatory Note.
  • Discussed progress on the Theory of Change, with broad agreement on the problem statement; refinements are planned for member input.

• Working Group 2: Inventory of Current Knowledge to Prevent Emerging Zoonoses:

  • Conducted targeted literature reviews to compile an inventory of existing initiatives, identifying siloed efforts and knowledge gaps.
  • Secretariat committed to supporting systematic reviews and seeking further input from partners and members. –
  • Proposed a survey strategy for regional and country-level input.

• Working Group 3: Surveillance, Early Detection, and Rapid Data Sharing:

  • Focused on barriers to integrated surveillance, with a MERS case study.
  • Defined and mapped existing One Health surveillance structures.
  • WHO is updating a literature review on Bordier et al. 2020.
  • Developing a survey to map initiatives; initial draft elements shared with the panel.

• Working Group 4: Factors Causing Spillover and Subsequent Spread:

• OHHLEP and Secretariat Relationship and Operations:
  Co-Chair Dr Thomas Mettenleiter recapitulated Day 1 updates. Dr Peter Ben Embarek (WHO) praised OHHLEP's progress on integrated collaboration.

• Status of Global Plan of Action (GPA):
  Presented by Ahmed El Idrissi (FAO):

  • GPA aims to advance One Health; OHHLEP inputs improved the scoping document.
  • Plan development involves agencies, with first draft in October; GPA includes One Health definition and action tracks.
  • Committed to reflecting regional specifics; cautions against duplication with other plans (e.g., AMR, NTDs).

• Plenary Discussion on Partner Expectations and OHHLEP Outputs:

• OHHLEP White Paper Discussion:

  • Partner agencies commended the approach; paper to be finalized and endorsed by OHHLEP.
