Update on the GPA

The GPA includes six Action Tracks, each with defined objectives and activities, and is expected to be finalized at the Tripartite Executive Meeting in March 2022.

Theory of Change

The GPA Theory of Change was developed in collaboration with OHHLEP, with a structure that includes impact statements, long-term and medium-term outcomes, and three pathways for change.
Implementation frameworks and tools are under development to ensure effective uptake.
Assumptions and barriers to One Health implementation were discussed, with a note that recovery from health threats is missing from both the GPA and OHHLEP Theory of Change.

Future Outputs and Planning

OHHLEP will produce an annual activity report in the first quarter of 2022.
A substantive white paper and publications on the Theory of Change, One Health surveillance, and the HACCP matrix are under discussion.
A publication plan and outreach strategy will be developed, with a focus on collaboration and policy support.

Role of OHHLEP in Relation to Partners

Partners agreed to adhere to the Terms of Reference and outlined expectations for OHHLEP.
OHHLEP will continue to guide and support GPA implementation, including monitoring and evaluation.
A list of asks for partner support and a list of topics requiring OHHLEP's advice on policy and advocacy will be prepared.

Working Group Functioning and Panel Meetings

Overlapping work among the Working Groups was acknowledged, and the Panel will adopt a more cohesive approach by aligning meetings with the Theory of Change pillars.
Working Group co-chairs will serve as theme co-chairs to ensure coherence.
Full Panel meetings will occur every two months, with the next meeting scheduled for 24–25 February 2022.
