Summary of the EBA's Call for Expression of Interest regarding the Banking Stakeholder Group (2018)

The European Banking Authority (EBA) issued a call for expression of interest on 12 March 2018, to establish the Banking Stakeholder Group (hereinafter referred to as “the Group”) in accordance with Article 37 of Regulation (EU) No 1093/2010. The Group is intended to serve as an advisory body to the EBA, providing input on its regulatory and supervisory activities.

Main Tasks of the Group

The Group's main responsibilities include:

• Advising the EBA on actions related to regulatory technical standards and implementing technical standards under Articles 10 to 15 of the Regulation.
• Advising on guidelines and recommendations under Article 16, provided they do not pertain to individual financial institutions.
• Assessing the potential impact of proposed standards, guidelines, and recommendations.
• Submitting opinions and advice on matters related to the EBA's tasks, particularly focusing on:
  • Requesting the EBA to investigate alleged breaches of Union law.
  • Contributing to the development of a common supervisory culture.
  • Advising on peer review activities.
  • Providing input on market developments.

Composition of the Group

The Group will consist of 30 members, with the following representation:

• 10 members representing financial institutions, of which 3 will be from cooperative and savings banks.
• 5 independent top-ranking academics.
• Balanced representation of:
  • Credit and investment institutions.
  • Employees' representatives.
  • Consumers and users of banking services.
  • Representatives of small and medium-sized enterprises (SMEs).

Key Information

• The UK will become a third country from 30 March 2019, unless a ratified withdrawal agreement specifies otherwise.
• The selection process is open to stakeholders across the European Union.
• The Group will meet at least four times a year, and is expected to participate in at least two Joint meetings with the EBA's Board of Supervisors.
• Meetings will be held at the EBA's premises in London, UK.

Compensation and Expenses

• Non-profit organisation representatives will receive adequate compensation.
• Travel and accommodation expenses, as well as meeting allowances, will be reimbursed according to the EBA’s policy.
• Industry representatives are not eligible for compensation.

Criteria for Inclusion in the List

Applicants must meet the following mandatory criteria:

• Minimum of 4 years of relevant experience in the financial services field, including:
  • Consumer protection for members of the Group.
  • General financial services experience for SMEs, users of banking services, employees' representatives, and academics.
• Availability to attend meetings at least 4 times a year and to prepare outputs (opinions, reports, etc.) between meetings.
• Sufficient English communication skills (both written and oral).
• No substitution of members is allowed unless specified by the EBA. A member who misses three consecutive meetings will be considered resigned.

• Applications must be submitted by 07.06.2018, 23:59 GMT.

  • A motivation letter explaining the candidate's reasons for applying and expected contributions.

• Candidates must disclose any potential conflicts of interest and sign the application themselves.

Selection and Term

• The selection process is to be completed by October 2018.
• The Board of Supervisors will select 22 members for a two-and-a-half year term.
• Members may serve two successive terms.
• The EBA will publish the names, nationalities, and short biographies of the selected members on its website.

Confidentiality and Transparency

• Members are bound by confidentiality requirements regarding non-public information.
• The EBA will ensure adequate secretarial support and will publish opinions and advice of the Group.
• All documents will be prepared in English, and language interpretation will not be available during meetings.

Data Protection

• The EBA will process candidates’ personal data in accordance with Regulation (EC) No 45/2001 on the protection of individuals' data.

Additional Notes

• Applicants must notify the EBA of any changes in personal or professional status.
• The result of applications will be communicated by end of October 2018.
• Incomplete or unclear applications will not be considered.
