Key Priorities and Strategic Objectives

Priority: PROMOTE HEALTH

• Objective: Address climate change and health determinants to promote healthier populations.
• Targets: 6 billion people to enjoy healthier lives by 2030, measured via Billions Index.
• Key Components:
  • Strategic Objective 1: Respond to climate change by reducing emissions and stabilizing mortality rates.
    • Indicators include per-capita emissions from climate-sensitive healthcare systems, mortality from extreme heat.
  • Strategic Objective 2: Address health inequities through intersectoral policies, targeting reductions in tobacco use, road traffic deaths, and maternal mortality.
    • Indicators: Age-standardized tobacco prevalence, proportion of children with convenient public transport access, and maternal health facility coverage.

  • Strategic Objective 3: Renew the health care approach and strengthen health system capacities.
    • Indicators: Health facility density, service availability, and patient-reported experiences.
  • Strategic Objective 4: Improve equity in access to quality services, particularly for sexual and reproductive health, immunization, and financial protection.
    • Indicators: Maternal mortality ratio, contraceptive prevalence, and out-of-pocket health spending as a share of total expenditure.

Priority: PROTECT HEALTH

• Objective: Prevent, mitigate, and prepare for health emergencies and emerging risks.
• Targets: 7 billion people protected from health emergencies by 2028, measured via Billions Index.
• Key Components:
  • Strategic Objective 5: Reduce risks from all hazards and antimicrobial resistance.
    • Indicators: Vaccine coverage for epidemic-prone diseases (e.g., polio, measles), probability of zoonotic spillover.
