Carbon Markets and World Bank Engagement Summary
Carbon markets hold significant potential for advancing climate action by enabling decarbonization efforts and mobilizing climate finance, but they must be trustworthy, transparent, and high-integrity to deliver real impacts. The World Bank's Engagement Roadmap for Carbon Markets, drawing on over two decades of work, focuses on generating high-quality carbon credits, particularly in forests and other sectors, to benefit developing countries. Key achievements include supporting 15 countries to generate up to 270 million credits by 2028, with results-based payments already totaling up to $90 million and benefits reaching communities, including Indigenous Peoples and local communities.
The roadmap is structured around three pillars: unlocking financing by expanding supply of high-integrity credits; strengthening institutional and technical capacity through capacity-building programs; and enhancing global carbon market integrity by promoting standardization, digital technologies, and partnerships. Challenging areas, such as regulatory uncertainties and participation barriers in compliance markets, are addressed through innovations like carbon-linked financial instruments and voluntary markets that facilitate immediate climate finance while building pathways for long-term growth.
Carbon markets, driven by post-COP26 developments and growing demand, can significantly contribute to climate goals if governed by strong integrity principles and inclusive practices. This approach ensures that carbon markets support sustainable development, increase climate ambition, and channel vital funding to achieve net-zero targets globally.
