Reimagining a Canadian National Security Strategy: Ensuring Democracy and National Security
This report examines Canada's national security strategy in light of democratic values, highlighting the need to balance security measures with the protection of democracy. Key challenges include threats to elections through foreign interference and misinformation, security risks from climate change and health issues, and the proliferation of digital disinformation. Recommendations emphasize avoiding broad securitization of all social and political matters, promoting transparency in government and corporate actions, enhancing education on security threats, and respecting equality and Indigenous rights to prevent discriminatory profiling and underprotection. While national security efforts should address emerging threats like foreign conflicts and digital platforms, whole-of-government accountability and diverse oversight mechanisms are crucial for effective governance. The conclusion stresses that safeguarding democracy requires continuous public engagement and a nuanced approach to security, avoiding politicization and polarization while fostering a more informed and vigilant citizenry.
