However, national targets appear conservative, as many regions, particularly Inner Mongolia, have set more ambitious goals, such as 480,000 tons/year renewable hydrogen by 2025, which could collectively surpass the national objective.
Regional strategies are tailored to local resources, with Inner Mongolia leading renewable hydrogen development due to abundant renewable energy potential and industrial demand. These plans are more indicative of China's true ambitions, driven by economic and industrial motives rather than primarily climate mitigation, albeit with growing influence from climate goals. Challenges include infrastructure gaps, such as the need for hydrogen pipelines and storage facilities, and ambiguous definitions of renewable hydrogen in policy, hindering standardized tracking.
Overall, regional initiatives demonstrate strong potential for achieving renewable hydrogen goals, making China a unique case in global hydrogen development, with implications for the world's largest market.
