报告摘要
The Blue Carbon Readiness Assessment of Mozambique, conducted by the World Bank Group, evaluates the country's potential for coastal Blue Carbon development across three intervention pillars: data and analytics, policy and institutions, and finance. Mozambique has significant potential due to its wealth of blue natural capital, considerable progress towards a Blue Economy, and groundwork for scaling investments. Blue Carbon ecosystems, including mangroves, salt marshes, and seagrass beds, are critical for climate mitigation and adaptation through carbon sequestration and protection against sea-level rise and storms.
Key Findings by Pillar:
-
Data & Analytics:
- Robust data exists for mangroves (extending to 300,000 ha), biomass, and activity data, supported by the REDD+ MRV Unit.
- Mangrove carbon stocks are well-documented, but data for salt marshes and seagrass beds remains limited, requiring capacity building.
- Progress is moderate, with gaps in integrating Tier 1 default values and monitoring tools for effective inventory management.
-
Policy & Institutions:
- The 2013 Wetlands Supplement is partially integrated into GHG inventories and NDCs, but ambitions need strengthening.
- Regulatory pillars are established but fragmented. REDD+ licensing remains dominated by private sector, with limited community participation.
- Advocacy for national Blue Carbon strategy and legal reforms to facilitate governance and benefit-sharing is recommended.
-
Finance:
- Finance flows for Blue Carbon primarily rely on results-based finance and grants, with limited private investment leverage.
- Establishing a blue finance strategy targeting grants, blended finance, blue bonds, and carbon markets are key to unlocking investment.
Recommendations:
- Strengthen data collection for salt marshes and seagrass beds, improve GHG inventories through integration of the 2013 Wetlands Supplement.
- Revise NDC implementation plans to include clear, action-based targets and timelines for Blue Carbon integration.
- Enhance coordination between government, private sector, and communities for equitable benefit-sharing and carbon rights.
- Develop a blue finance strategy to explore innovative tools (carbon markets, biodiversity offsets, green infrastructure), creating a pipeline of investment-ready projects for catalytic private capital.
