报告摘要
Women's economic empowerment faces significant challenges during Covid-19 and displacement due to a "triple disadvantage" encompassing pandemic impacts, forced migration, and gender inequality. The research from Jordan, Greece, and Nigeria shows that women experience barriers in employment, income, and access to financial services, exacerbated by limited freedom of movement and inadequate social protection. Policymakers often overlook these issues, focusing instead on women-led businesses in stable settings, which neglects the most marginalized women in crisis-affected areas. Donor financing, such as gender lens investing and the 2X Challenge, has gaps in reach and comprehensiveness, failing to address holistic needs like care services. Recommendations include promoting gender-transformative policies, expanding inclusive social protection, enhancing community participation, directing flexible funding to frontline organizations, and ensuring international commitments support economic inclusion for displaced women.
Key recommendations:
- Host governments should review laws and policies to enhance economic inclusion and gender equality, including simplifying access procedures and ensuring social protection.
- Humanitarian practitioners must prioritize feminist approaches, ensure community participation in program design, and collect comprehensive data.
- Donors need to increase multi-year flexible funding, coordinate policies across gender and development frameworks, and track progress using gender markers.
- The international community, including G7 initiatives and global funds, should strengthen commitments to include displacement-affected women and implement robust monitoring.
- Development finance institutions should adopt more flexible, gender-responsible financing, support holistic empowerment packages, and better address crisis contexts.
