ASEAN Supply Chain Efficiency and Resilience Framework Summary

The Framework on ASEAN Supply Chain Efficiency and Resilience was developed with Australian Government support under the Master Plan on ASEAN Connectivity (MPAC) 2025. It aims to enhance ASEAN competitiveness, accelerate post-emergency recovery, and ensure sustainable growth despite disruptions. The framework is based on a comprehensive analysis and stakeholder consultations, with over 20 ASEAN sectoral bodies involved.

Vision

The vision is globally competitive ASEAN supply chains through innovation and continuous improvement in cost, speed, reliability, and resilience, emphasizing both hard and soft infrastructure digitalization.

Key Focus Areas

• Cross-border Harmonisation: Automates trade processes, reduces costs, and boosts intra- and extra-ASEAN trade.
• Non-Tariff Measures (NTMs): Minimizes trade-distorting effects to enhance efficiency and accessibility during crises.
• Digital Supply Chains: Integrates 4IR technologies like electronic records and RFID to streamline operations.
• Supply Chain Integration: Coordinates regional supply chains from raw materials to consumption.
• Industrial Innovation: Enhances product performance to meet demands, reducing costs and improving quality.

Strategic Priorities and Priority Actions

• SP1: Customs Digitalisation: Includes PA 1A to support customs digitalization initiatives, focusing on the ASEAN Single Window and technology applications.
• SP2: Disaster Response Policy: Involves PA 2A and 2B for post-pandemic analysis and NTM reviews to strengthen crisis mechanisms.
• SP3: Diversification: PA 3A enhances regional coordination for supply chain resilience and circularity.
• SP4: Sector Development: PA 4A and 4B develop roadmaps and promote innovation through start-ups and proofs-of-concept.
• SP5: Economic Corridors: PA 5A to 5C create repositories and integrate digital programs for corridor development.
