- Mechanisms and instruments: Investment plans, carbon pricing, technology development and transfer, and climate-related capacity building are the most frequently referenced mechanisms. Global stocktake and long-term low emission development strategies (LT-LEDS) are less commonly included.
- Governance: Institutional arrangements are referenced in 80% of plans, but monitoring, reporting, and verification (MRV) and enhanced transparency mechanisms (ETM) are missing in most NDCs. Citizen participation is referenced in only 10% of plans.
Key Recommendations
To improve the alignment between national green economic development plans and climate goals, the report recommends:
- Enhancing explicit references to adaptation elements and governance aspects such as MRV, ETM, and citizen participation.
- Incorporating specific mechanisms like financial assistance and LT-LEDS into national development plans.
