Summary of Malawi Growth and Development Strategy II
Core Content
The Malawi Growth and Development Strategy II (MGDS II) is a five-year national development strategy (2011–2016) aimed at achieving long-term development goals through sustainable economic growth and infrastructure development. It builds on the successes and lessons learned from the first strategy (MGDS, 2006–2011), which led to food self-sufficiency, economic growth above projections, and infrastructure improvements. Key Priority Areas (KPAs)
The following nine KPAs are central to the implementation of MGDS II:

- Strategies: Improve nutrition through breastfeeding promotion and micronutrient interventions, enhance access to Sexual and Reproductive Health (SRH) services, and support education and youth development.

- Focus areas: Social support and disaster preparedness
- Strategies: Implement predictable welfare transfers, promote skills and asset development, and enhance disaster risk management coordination and early warning systems.
Theme 4: Infrastructure Development
- Sub-themes: Energy, Transport, Water Development, Information and Communication, Housing and Urban Development
- Focus areas: Energy, Transport, Water Development
- Strategies: Develop energy infrastructure, improve transport networks (roads, rail, inland water), enhance water development, and promote ICT for e-services and public efficiency.
Theme 5: Governance
- Sub-themes: Economic Governance, Corporate Governance, Democratic Governance, Public Sector Management
- Focus areas: Economic and public governance
- Strategies: Ensure equitable resource distribution, enhance public security, promote democratic institutions, and improve public sector management.
Theme 6: Gender and Capacity Development
- Sub-themes: Gender, Capacity Development
- Focus areas: Gender equality and capacity building
- Strategies: Promote gender-based policies and strengthen institutional and human capacities.
Implementation Framework
- Roles of Stakeholders: The government will lead the implementation, with active participation from the private sector, civil society, international organizations, and local communities.
- Monitoring and Evaluation: A national M&E framework will be used to track progress, ensuring transparency and accountability.
- Financing and Budgetary Allocations: The strategy is supported by a budget framework that aims to create an enabling environment for growth and development, with capital expenditure increasing to support infrastructure and private sector development.
