Summary of Carbon Monitor Cities 2.0 Report
Carbon Monitor Cities 2.0 is a new system for near-real-time monitoring of urban greenhouse gas emissions, developed by the World Bank with support from the City Climate Finance Gap Fund. This system allows for emissions tracking without requiring local data collection, making it scalable for middle-income countries like Egypt, South Africa, and Türkiye, where data is sparse.
The pilot was conducted in 11 cities to demonstrate the feasibility of generating high-frequency emissions data, which can help inform climate policy, track mitigation efforts, and potentially serve as part of a monitoring, reporting, and verification (MRV) system for carbon finance.
Key features include:
- Emissions are calculated for major sectors: energy (electricity generation, direct fossil fuel use), transportation (road and aviation), and industry (cement production).
- Methods rely heavily on satellite imagery, global databases, and proxy data (e.g., weather patterns and traffic data) to estimate emissions daily or in ten-day intervals.
- An online interface enables interactive visualization at city, district, and pixel levels, allowing users to compare emissions over time and download data.
Sources of uncertainty were identified, primarily due to assumptions about constant activity patterns and inter-annual variations, but overall uncertainty ranges are being addressed in ongoing research. The system successfully reduced data gaps and could be expanded to other cities or other pollutants.
Future directions include scaling up, incorporating additional data, refining satellite-based monitoring, and exploring machine learning for more detailed analysis. This approach provides a promising tool for cities to improve emissions tracking and support climate actions.
