  • Define headline inflation as the annual 12-month change, not a rolling average.
  • Review and confirm the existing variety sample and identify new items using preliminary HIES data.
  • Update the index calculation system to use the Modified Young formula and integrate COICOP 2018 classification.
  • Improve the rent survey by implementing a panel approach with annual rotation and including both market and subsidized rents.

• Action Plan Timeline:

  • December 2023: Complete variety sample review.
  • January 2024: Define headline inflation and begin collecting prices for new items.
  • By February 2025: Disseminate the updated CPI and link old and new data series.
