Ukraine Residential Property Price Index (RPPI) Technical Assistance Report Summary

Mission Date: July 15–19, 2024
Authoring Department: IMF Statistics Department
Report Context: Second mission supporting Ukraine's development of House Price Index (HPI) methodologies, as part of a project initially conducted in April 2024.

Purpose:

To support Ukraine's authorities in modernizing the calculation methodologies for the existing HPI,
Improving data processing using analytics language R and the OLX platform, and
Enhancing statistical capacity through technical training and guidance.

Key Recommendations & Actions:

Data processing and automation

Adopt R scripts to automate OLX data cleaning (currently done manually in Excel).
Locate historical OLX data for previous quarters to implement backtesting.

Data expansion and types

Include houses (currently only apartments) and gather detailed location and "construction in progress" property classifications.

Compilation methods

Use the hedonic time-dummy (TDH) method with a stepwise implementation including rolling windows and outlier detection (using Cook’s distance).
Experiment with OLX data for new apartments in addition to current surveys.

Outcomes From Mission:

Progress in automation: Mission team provided R scripts which were successfully run, producing clean data.
Stratification improvement: Based on NUTS regions (16 strata). Demonstrated regional price differences: increasing prices in the west, decrease/standstill in conflict zones.
National index calculation: Using 2023 weights, the national HPI shows a ~15% increase in prices from 2023 Q1–2024 Q2.

Challenges and Follow-up

Currency conversion via USD could distort the HPI due to exchange rate volatility.
Need to revise methodologies following EU statistical legislation and improve metadata and revisions policies.

Dates & Targets:

Immediate actions (Sept 2024): IT support for staff training on R, find 2023 quarterly data files, and analyze 2024 Q2 price anomalies.
Short-term implementation (Dec 2024): Automate OLX cleaning with R scripts.
Ongoing tasks: Collate data on in-progress construction units and adapt HPI methodology post-war.
