Despite decades of development, traditional industrial parks (IPs) face numerous challenges in China, including over-reliance on land and fiscal benefits, decreasing attractiveness to high-quality enterprises, and environmental pressures from high-carbon industries. To address these issues, the ecological footprint must be reduced through the Green, Low-Carbon Development, Innovation and Incubation, Industrial Cluster Development, and Sustainable Operations of the infrastructure.
The Sino-Singapore Suzhou Industrial Park (SIO) exemplifies this approach, transitioning from CPP-dominated land development to market-driven models that prioritize long-term operational efficiency. Its implementation of rolling development has enhanced integration and expanded its scope, while Sino-Singapore cooperation promotes stability and sustainable development.
ESG-oriented transformation provides a comprehensive framework for building sustainable IPs, encompassing carbon reduction targets, innovation ecosystems, and efficiency. This framework should not merely adhere to ESG standards but also incorporate elements such as the Polishing Process and Cycle Design.
In the future, high-quality development requires IPs to move from low-carbon production to high-value industrial upgrading, leveraging government-industry-academia synergy and market-oriented operational models to achieve a win-win outcome.
