报告摘要
The Metaverse represents a transformative global trend, offering unprecedented potential to reshape societies and economies worldwide. For Arab countries, its development holds significant implications across three key pathways:
1. Transformation of Industries and Employment
The Metaverse drives economic diversification and job creation. By 2030, the Middle East's digital economy may grow to $780 billion, with Saudi Arabia and the UAE projected to generate $38-40 billion annually from the Metaverse. It fosters new jobs (e.g., virtual economists, digital twin engineers) and enhances traditional sectors through digital twins, AI, and immersive simulations in manufacturing, healthcare, and tourism. While it risks displacing some roles due to automation, targeted policies supporting SMEs, digital literacy, and education are crucial to maximize benefits.
2. Enhancement of Societal Well-being
Digital twins and immersive experiences are revolutionizing education (spatial learning) and healthcare (virtual surgeries, therapy, and diagnostics). AI and analytics improve health outcomes, while simulations aid climate resilience planning. The Metaverse also supports cultural preservation through virtual tourism, allowing global audiences to engage with Arab heritage in innovative ways.
3. Forging New Forms of Arab Influence
Arab countries are positioning themselves as leaders in regulating the Metaverse and Web3.0, exemplified by Dubai’s Virtual Assets Regulatory Authority (VARA). Blockchain and cryptocurrency initiatives create global standards, fostering influence in governance and shaping the future of digital economies.
Key Challenges and Recommendations
Cybersecurity, digital privacy, and infrastructure gaps must be addressed through tailored policies, education campaigns, and incentives for sustainable Metaverse technologies. Ensuring equitable access and integrating public-private partnerships are essential to prevent a "digital divide."
The Metaverse offers a unique opportunity for the Arab region to diversify beyond oil-dependent economies and improve quality of life through innovative applications and governance.
Key recommendations include promoting interoperable standards, funding edge computing research, and establishing regulatory agencies to foster a secure and inclusive Metaverse economy.
