Summary of the Romania Country Partnership Framework (CPF) FY25-FY29
Introduction
Romania has made significant strides in economic convergence with the European Union (EU), achieving one of the highest growth rates among EU countries. The country has shown resilience amid global shocks and is classified as a High-Income Country (HIC) since 2022. However, persistent challenges remain, including poverty, inequality, and climate vulnerabilities. The World Bank Group (WBG) continues its strategic partnership with Romania through the CPF FY25-FY29, aiming to accelerate inclusive and sustainable development while addressing these gaps.
Key Challenges
- Poverty and Inequality: Romania has the highest poverty rate in the EU, with significant disparities between urban and rural populations. Education and health outcomes lag, limiting human capital development and job opportunities.
- Economic Vulnerabilities: The shrinking labor force, low productivity, and limited private capital mobility hinder long-term growth. Structural reforms are needed to unlock private investment.
- Climate Risks: Romania faces high risks from floods and earthquakes, threatening inclusive and sustainable growth through climate change impacts.
- Institutional Weaknesses: Despite progress, administrative capacity and institutional coordination remain constraints, affecting policy implementation and EU fund utilization.
WBG's CPF Strategy
The CPF focuses on three High-Level Outcomes (HLOs):
- Improved Human Capital Outcomes: Targeting underserved populations for access to education, health, and social services.
- Better Jobs in a More Competitive Economy: Enhancing private capital mobilization through financial innovations and market creation.
- Increased Resilience and Accelerated Green Transition: Building disaster risk management capacity and enabling decarbonization.
Key approaches include:
- One WBG Approach: Leveraging synergies across IBRD, IFC, and MIGA to scale private investments and generate knowledge for replication.
- Selectivity and Filters: Prioritizing interventions that enable markets, mobilize private capital, and create knowledge spillovers.
- Partnerships: Collaborating with the EU, IFIs, and civil society to align with global and regional agendas, such as the European Green Deal and Sustainable Development Goals (SDGs).
Expected Impact
The CPF aims to strengthen institutions, promote inclusive growth, and generate global public goods. By FY29, it targets significant improvements in poverty reduction, renewable energy deployment, and climate resilience, ensuring Romania's development aligns with EU convergence and global sustainability goals.
