A Business Framework for Operationalizing Equality of Opportunity

Organizing Principle 1: Defining Equality of Opportunity
Equality of opportunity is defined through six vectors: education and skills development, a fair and safe work environment, diverse and inclusive working environments, access to markets and entrepreneurship, resilient infrastructure, and healthy living opportunities. These vectors support company resilience and performance by addressing root causes of inequality.
Organizing Principle 2: Defining the Stakeholders
Stakeholders are categorized into four scopes based on proximity to business operations: workforce (employees and contractors), value chain (suppliers and logistics providers), consumers, and broader communities. This systemic approach helps companies identify risks and impacts.
Organizing Principle 3: Defining the Business Functions
Eight core business functions are identified to integrate equality efforts, including human capital development, public relations, procurement, finance, and others. Guiding questions are provided per function to encourage cross-functional collaboration and stakeholder engagement.
How to Use the Framework
An interactive online tool allows businesses to reflect on specific questions and reflect on case studies for practical implementation. Key recommendations include locally tailoring strategies, building capacity, enabling exchanges, and promoting joint action with stakeholders.
Call to Action
Businesses are urged to collaborate with governments, civil society, and industry peers to tackle inequality through intentional strategies and shared frameworks, fostering economic growth and resilience.
