THE WHO GLOBAL TASK FORCE ON TB IMPACT MEASUREMENT SUMMARY
WHO ARE WE?
The WHO Global Task Force on TB Impact Measurement was established in June 2006 by the Global Tuberculosis Programme (GTB) to ensure rigorous, robust and consensus-based assessments of progress towards global TB targets and milestones. The Task Force includes experts in TB epidemiology, statistics, and modeling, as well as representatives from countries with a high TB burden and key technical and financial partners.
END TB STRATEGY TARGETS
The End TB Strategy (2016–2035) aims to:
- Reduce TB deaths by 90% by 2030 and 95% by 2035, compared to 2015 levels.
- Reduce TB incidence rate by 80% by 2030 and 90% by 2035, compared to 2015 levels.
- Eliminate catastrophic costs for TB patients and their households by 2030.
Milestones were set for 2020 and 2025:
- 2020: 35% reduction in TB deaths and 20% reduction in TB incidence.
- 2025: 75% reduction in TB deaths and 50% reduction in TB incidence.
OUR MISSION
The Task Force's mission is to:
- Ensure assessments of progress towards the End TB Strategy and SDG targets are rigorous, robust and consensus-based at global, regional and country levels.
- Guide, promote and support the analysis and use of TB surveillance and survey data for policy, planning and programmatic action.
PROGRESS TOWARDS 2025 MILESTONES (BY END OF 2021)
- TB incidence: A 10% decline from 2015 levels.
- TB deaths: A 5.9% decline from 2015 levels.
- Catastrophic costs: No TB patients and their households face catastrophic costs in some countries.
CURRENT STRATEGIC AREAS OF WORK

Strengthening Surveillance
- Enhancing national systems for TB incidence measurement.
- Improving vital registration (VR) systems for TB mortality.
- Conducting inventory studies to measure under-reporting of TB cases.
- As of May 2023, 19 countries have completed inventory studies, with more planned.

Priority Studies to Measure TB Disease Burden
- National TB Prevalence Surveys: 35 surveys have been conducted in 32 countries between 2007 and 2023. India completed one in 2021, and others are planned.
- Anti-TB Drug Resistance Surveys: 151 Member States have continuous national surveillance systems, and 30 rely on nationally representative surveys. 62 countries have implemented at least one survey since 2008.
- TB Patient & Household Cost Surveys: 29 countries have completed surveys, and 18 are ongoing. WHO published a global synthesis of results from 2015–2021 in 2023.

Periodic Review of TB Burden Estimation Methods
- WHO periodically reviews methods used to estimate TB incidence and mortality. The latest methods are documented in the 2022 Global Tuberculosis Report.
- In 2021, there were 10.6 million TB incident cases and 1.4 million TB deaths (HIV-negative).

Analysis and Use of Data at Country Level
- WHO provides guidance on routine data analysis through the Understanding and Using Tuberculosis Data handbook.
- Resources include a readiness assessment tool, an implementation guide, and a digital adaptation kit (DAK) to support digital case-based TB surveillance.
- The WHO DHIS2 TB package supports data collection, reporting, and visualization for TB-related activities.
